<p><strong>Associate Training &amp; Communications Specialist</strong></p> <p class="isSelectedEnd"><strong>Location:</strong> Remote<br><strong>Clearance Level:</strong> Active Secret</p> <p><strong>Overview</strong></p> <p class="isSelectedEnd">Rackner is seeking an Associate Training &amp; Communications Specialist to support the design, development, delivery, and maintenance of training and communications products for enterprise data, analytics, governance, and artificial intelligence initiatives.</p> <p class="isSelectedEnd">The Associate Training &amp; Communications Specialist will develop engaging learning experiences for adult professional audiences using e-learning, multimedia, written, and instructor-led formats. This role will help translate technical concepts into accessible training and communications materials that enable users to effectively adopt new data, analytics, and AI capabilities.</p> <p class="isSelectedEnd">The specialist will also support learning management systems, SharePoint content publishing, stakeholder engagement, training pilots, and lifecycle management of training products.</p> <p><strong>Responsibilities</strong></p> <ul data-spread="false"> <li>Design and develop training content supporting data literacy, AI literacy, analytics, governance, and related modernization initiatives</li> <li>Develop competency-based learning experiences aligned with defined learning objectives and audience needs</li> <li>Apply adult learning principles and andragogical best practices when designing instructional content</li> <li>Create training products across multiple delivery formats, including: <ul data-spread="false"> <li>Interactive e-learning modules</li> <li>Written articles and reference materials</li> <li>Voice-over slide presentations</li> <li>Short-form instructional videos</li> <li>Instructor-led training materials</li> <li>Interactive exercises and knowledge checks</li> </ul> </li> <li>Develop multimedia and interactive content that makes technical concepts accessible to diverse professional audiences</li> <li>Create assessments and other instruments to measure learner understanding and competency</li> <li>Develop facilitator guides, instructor materials, and supporting resources that enable Government staff and Educational Technologists to independently deliver training</li> <li>Develop user guides, job aids, quick-reference guides, FAQs, and other performance-support materials</li> <li>Support development of data literacy and AI literacy resources for enterprise users</li> <li>Produce stakeholder engagement materials and communications products supporting data and technology initiatives</li> <li>Develop communications materials supporting adoption of: <ul data-spread="false"> <li>Data governance processes and policies</li> <li>Analytics modernization</li> <li>Data literacy initiatives</li> <li>AI and automation capabilities</li> <li>New data platforms and analytical products</li> </ul> </li> <li>Translate technical and program information into clear, concise content appropriate for non-technical audiences</li> <li>Support communications planning and stakeholder outreach across modernization workstreams</li> <li>Support learning management system administration, course organization, publishing, and maintenance</li> <li>Publish and maintain training and communications content within Government SharePoint environments</li> <li>Maintain organized libraries of training materials, source files, templates, and supporting resources</li> <li>Support the lifecycle management of the training portfolio, including version control, updates, retirement, and replacement of learning products</li> <li>Pilot training modules with representative users before final delivery</li> <li>Collect, document, and analyze participant and stakeholder feedback</li> <li>Incorporate pilot results and feedback into revised training products</li> <li>Support training delivery, demonstrations, workshops, and other stakeholder engagement activities</li> <li>Coordinate with subject matter experts, technical teams, analysts, data engineers, AI/ML specialists, and Government stakeholders to validate training content</li> <li>Support requirements gathering to identify training needs, target audiences, learning objectives, and delivery approaches</li> <li>Ensure learning products meet accessibility, usability, and organizational standards</li> <li>Maintain editable source files and supporting documentation for training and communications products</li> <li>Produce deliverables in formats that enable Government personnel to maintain, modify, and reuse materials independently</li> <li>Support knowledge transfer and transition of training products to Government personnel</li> </ul> <p><strong>Qualifications</strong></p> <ul data-spread="false"> <li>Experience developing training, instructional content, or e-learning products for adult professional audiences</li> <li>Experience with e-learning authoring tools such as Articulate Storyline, Articulate Rise, or equivalent platforms</li> <li>Demonstrated understanding of adult learning principles and andragogical instructional design</li> <li>Experience developing competency-based learning or skills-focused training</li> <li>Experience creating instructional materials across multiple formats, including written, visual, interactive, and multimedia content</li> <li>Experience developing user guides, job aids, quick-reference materials, or similar performance-support products</li> <li>Strong writing, editing, and verbal communication skills</li> <li>Ability to translate technical or complex concepts into clear content for non-technical audiences</li> <li>Experience collaborating with subject matter experts to develop and validate instructional content</li> <li>Strong organizational skills and attention to detail</li> <li>Ability to manage multiple training and communications products concurrently</li> <li>Experience incorporating stakeholder and learner feedback into revised materials</li> <li>Active Secret clearance</li> </ul> <p><strong>Preferred Qualifications</strong></p> <ul data-spread="false"> <li>Experience with Articulate Storyline and Articulate Rise</li> <li>Experience publishing and maintaining content within Microsoft SharePoint</li> <li>Experience with learning management systems and digital training platforms</li> <li>Familiarity with competency-based learning frameworks</li> <li>Experience developing data literacy or AI literacy training</li> <li>Experience developing training for analytics, data governance, business intelligence, AI, or technology modernization initiatives</li> <li>Experience producing short-form instructional videos or narrated training content</li> <li>Experience designing assessments, knowledge checks, or competency evaluations</li> <li>Familiarity with Power BI, Microsoft Fabric, Microsoft Power Platform, or AI-enabled Microsoft technologies</li> <li>Experience developing facilitator guides for instructor-led training</li> <li>Experience supporting communications, stakeholder engagement, or technology adoption initiatives</li> <li>Familiarity with Section 508 accessibility requirements and accessible
