Our goal: to supply customers with affordable, clean, and intelligently controlled electricity permanently. With 1KOMMA5° Commercial & Industrial Solutions, we are transferring this expertise to commercial, industrial, and public building portfolios. We develop, build, and operate scalable new energy infrastructures — from photovoltaics to storage and charging infrastructure to energy management and portfolio-wide control. A special focus is placed on the public sector. Municipalities, states, and federal governments have large building stocks, ambitious climate goals, and at the same time limited investment, personnel, and implementation capacities. This is precisely where new energy and operator models can make an important contribution: supplying public buildings with clean electricity faster, more economically, and in a budget-friendly manner. To strengthen our management team, we are looking for an experienced personality as Head of Public Sector Growth / Public Sector Market Development.

Your Position

You will play a central role in building our public sector business in Germany. Your task is to raise awareness among public institutions, political and administrative decision-makers, and relevant specialist departments about scalable energy infrastructure models and to position 1KOMMA5° as a competent market participant in the areas of PV, storage, energy management, and on-site PPA models. This is not about classic sales of individual PV systems. You will develop a structured, procurement law-compliant market access model for public building portfolios — particularly through expert dialogues, information formats, permissible market explorations, partnerships, and transparent market communication. You will work directly with the management team and build a small, high-performing team for public sector business development, tender monitoring, project development, and analysis.

YOUR TASKS

  • Building and leading the Public Sector Growth Unit for municipalities, states, federal institutions, and public real estate organizations
  • Developing a structured go-to-market strategy for public building portfolios, state properties, municipal real estate companies, and federal portfolios
  • Identifying, prioritizing, and developing strategically relevant target groups in the public sector
  • Building and maintaining professional relationships with political, administrative, and institutional decision-makers in the public sector
  • Positioning 1KOMMA5° as a competent contact for PV, storage, energy management, on-site PPAs, and portfolio-capable roll-out models
  • Organizing and accompanying expert discussions, information formats, roundtables, and market dialogues outside of ongoing tender procedures
  • Conveying market, technology, and implementation knowledge for public clients, energy agencies, state-owned enterprises, municipalities, and public real estate companies
  • Developing neutral and generally usable information materials, one-pagers, position papers, and management briefings
  • Translating technical and economic solutions into political, budgetary, and administrative decision-making logic
  • Explaining possible procurement and operator models within the framework of permissible market explorations and competition-open information formats
  • Building a partner network of banks, technical experts, procurement law experts, energy agencies, and institutional stakeholders
  • Supporting the development of generally usable market and procurement impulses on functional requirements, without exclusively creating specific tender documents for public clients
  • Building a robust public sector pipeline with a focus on large-volume portfolio opportunities
  • Monitoring relevant political, regulatory, budgetary, and procurement law developments
  • Close coordination with internal teams from management, finance, legal, engineering, operations, marketing, and bid management
  • Ensuring a clear separation between general market dialogue, strategic public relations, and concrete offer processing

  • Not using confidential information from ongoing tender procedures
  • Not informally influencing ongoing tenders outside of the designated official communication channels
  • Documented, transparent, and competition-open communication with public stakeholders
  • Close coordination with internal and external procurement law experts on sensitive issues
  • Providing general market information, technology impulses, and model descriptions that are not exclusively tailored to 1KOMMA5°

Your Profile

You are a strategically strong, politically experienced, and entrepreneurially thinking personality who understands how public decision-making processes work. You can present convincingly at the ministry, state enterprise, department head, mayor, and management levels and explain complex infrastructure models understandably.

WHAT YOU BRING

  • Several years of experience in the public sector, public affairs, government relations, public sector consulting, energy industry, infrastructure, real estate industry, or with public institutions
  • Very good understanding of political decision-making processes, administrative structures, budget logic, and public procurement
  • Experience in building and maintaining professional relationships with public institutions, administration, politics, or public companies
  • Understanding of complex infrastructure projects, ideally in energy, real estate, mobility, construction, financing, climate, or sustainability topics
  • Ability to systematically identify, prioritize, and develop strategic stakeholders long-term
  • Very good feel for political connectivity, public narratives, and institutional decision-making logic
  • Experience with market explorations, expert dialogues, tender monitoring, public procurement processes, or functional service descriptions is an advantage
  • Confident demeanor in confidential discussions, workshops, roundtables, and at public events
  • Ability to explain complex technical, economic, and regulatory contexts simply and convincingly
  • High degree of initiative, entrepreneurial attitude, and enjoyment in building new structures
  • Strategic clarity, excellent communication, and very good written expression skills
  • Team leadership or project leadership experience
  • Very good German and English language skills
